International Skilled Worker

1. International Skilled Worker: Employment Offer

  • Have a permanent, full-time job offer (valid SINP Job Approval Letter) for a skilled occupation in Saskatchewan
  • Living in Canada with a legal status or abroad
  • Score at least 60 points (SINP point assessment grid)
  • Minimum 1-year work experience in the past 10 years in an intended occupation
  • Language proficiency – English or French – CLB 4 (higher CLB score may be required by occupation regulating authorities)

2. International Skilled Worker: Occupation in-Demand (OID)

  • Job offer not required but are highly skilled in an occupation in-demand occupation
  • Living in Canada with a legal status or abroad
  • Score at least 60 points (SINP point assessment grid)
  • Language proficiency – English or French – CLB 4 (higher CLB score may be required by occupation regulating authorities)
  • Canadian Secondary School (high school) or higher education, training, or apprenticeship – ECA required for foreign education or Saskatchewan licensing for regulated occupations or compulsory trade
  • Minimum 1-year work experience (NOC 0, A or B) in the past 10 years related to field of education and occupation (must not be in the excluded occupation)
  • Proof of Professional Status or eligibility for Licensure required for regulated occupations, compulsory trade or for specific occupations listed by SINP
  • Proof of settlement funds and a settlement plan

3. International Skilled Worker: Saskatchewan Express Entry

  • Job offer not required
  • Living in Canada with a legal status or abroad
  • Must be in IRCC Express Entry Pool and have a Job Seeker Code
  • Score at least 60 points (SINP point assessment grid)
  • Must have completed a post-secondary school or 1-year training – ECA required for foreign education or Saskatchewan licensing for regulated occupations or compulsory trade
  • Language proficiency as per Express Entry skilled class – FSW/FSTW/CEC
  • Work Experience – Skilled Worker (1 year in the last 10 years), Trade Worker (2 years in the last 5 years), CEC (SW/TW – 1 year in the last 3 years)
  • Work experience must be related to field of post-secondary education or training (must not be in the excluded occupation)
  • Proof of Professional Status or eligibility for Licensure required for regulated occupations, compulsory trade or specific occupations listed by SINP
  • Proof of settlement funds and a settlement plan

Worker with Saskatchewan Work Experience

Categories:

1.  Skilled Worker with Existing Work Permit

  • Have been working in Saskatchewan with a valid work permit for at least 6 months for the employer offering a job
  • Have a permanent full-time job offer (must be in a same occupation working for last 6 months) from a Saskatchewan employer (valid SINP Job Approval Letter) in NOC Skill Level 0, A, or B, or in a Designated Trade
  • Language proficiency – English or French – CLB 4 for occupations in NOC C or D designated trade
  • • Proof of eligibility for Saskatchewan licensure for regulated occupations

2. Semi-skilled Agriculture Worker with Existing Work Permit

  • Have been working for more than 6 months with a valid work permit for the employer offering a job or, who have previously worked in Saskatchewan for a minimum of 6 months;
  • Have a permanent full-time job offer from a Saskatchewan employer in the NOC 8431 – General Farm Worker or, NOC 8432 – Nursery and Greenhouse Worker
  • Job offer must be for the same occupation working for last 6 months
  • Work permit must be for Seasonal Agriculture Worker Program/International Experience Class/Temporary Foreign Worker Program
  • Language proficiency – English or French – CLB 4 for NOC C occupation
  • Canadian Secondary School (high school) or higher education – ECA required for foreign education

3. Health Professionals

  • Have been working full-time in Saskatchewan on a temporary work permit for at least 6 months as a Physician, Nurse or Other health professional
  • Must hold a valid work permit
  • Have a permanent, full-time job offer (valid SINP Job Approval Letter)
  • Language proficiency – English or French – CLB 4 for NOC C Other Health Professional
  • Have a proof of eligibility for Saskatchewan licensure

4. Hospitality Sector Project

  • Currently working in Saskatchewan on a temporary work permit through a Labour Market Impact Assessment (LMIA);
  • Are working in one of the following jobs:
  • Food/Beverage Server (NOC 6513)
  • Food Counter Attendant/Kitchen Helper (NOC 6711)
  • Housekeeping/Cleaning Staff (NOC 6731)
  • Have been working with an SINP Hospitality-approved employer for a minimum of six months (780 hours)
  • Have completed at least Grade 12 or equivalent
  • Must be working for SINP approved employer in the Hospitality Sector Project
  • Have a permanent, full-time job offer from SINP approved Hospitality employer (valid SINP Job Approval Letter)
  • Language proficiency – English CLB 4

5. Long-Haul Truck Driver Project

  • Working for an SINP-approved Saskatchewan trucking firm for at least 6 months on a temporary work permit issued by IRCC based on a positive LMIA
  • Have a current Saskatchewan Class 1A driver’s license
  • Have a permanent, full-time job offer from SINP approved trucking firm (valid SINP Job Approval Letter)
  • Language proficiency – English CLB 4

6. Students graduated from a Saskatchewan Institute or from an institute in Canada

  • Graduated from a Saskatchewan institute or a recognized post-secondary educational institution in Canada – Certificate, Diploma or Degree. In case of a recognized post-secondary institution in Canada outside of Saskatchewan – Minimum 1 academic year (8 months) of full-time study required
  • Holding a valid Post-Graduation Work Permit (PGWP)
  • Have worked for a minimum of 6 months (or 780 hours) of paid employment (on-campus, off-campus, co-op terms, Graduate followship, PGWP) in Saskatchewan.
  • Student graduated outside of Saskatchewan must have a minimum of 6 months (or 780 hours) of paid employment in Saskatchewan in a job related to field of study – must be gained while of Post-Graduation Work Permit (PGWP)
  • Have a current, permanent, full-time job offer in your field of study from an approved Saskatchewan employer in NOC 0, A, B or in a designated trade (valid SINP Job Approval Letter)
  • Language proficiency – English or French – CLB 4 in a NOC C designated occupation

Entrepreneur

Through this program, you and your family can start, obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.

The Entrepreneur Category is for foreign nationals who wish to obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.

  • Minimum of $500,000 in Net Business and Personal Assets
  • Invest an eligible business – a minimum of $300,000 in Regina and Saskatoon, or $200,000 in all other Saskatchewan communities
  • Minimum 3 years of relevant business management of entrepreneurial experience in the last 10 years
  • Proof of exploratory visit to Saskatchewan and related supporting documents
  • A complete and thorough Business Establishment Plan (BEP), if invited to apply
  • Minimum one-third (33 1/3 per cent) of the equity of a business in Saskatchewan, unless total investment is $1 million or higher
  • Commitment to involve in day-to-day management of the business
  • Create 2 employment opportunities for Canadian citizen or permanent resident who are not related to entrepreneur


The International Graduate Entrepreneur Category is for international students graduation from Saskatchewan institution who want to become an entrepreneur.

  • Minimum 21 years of age
  • Have completed a full-time post-secondary degree or diploma of at least two years from an eligible Saskatchewan institution
  • Have a valid Post-Graduate Work Permit, with at least 24 months remaining
  • Have lived in Saskatchewan during their academic program (no distance-learning programs or accelerated academic program are eligible).
  • Have a minimum Canadian Language Benchmark (CLB) level of 7.
Those chosen from the EOI pool, invited to apply and approved by the SINP must:
  • Reside in Saskatchewan
  • Actively own and operate a business in Saskatchewan for at least one year prior to applying
  • Own at least one-third (33%) of the business and take part in the day-to-day management. Ownership must be the result of a verifiable investment made directly by the applicant, either from their own equity or from an eligible source.
  • Demonstrate that the business is generating the minimum required revenue amount after one year of operation.
  • Please refer to the “Eligible Sources of Investments/Revenue” section of the Application Guide.
  • To prove this, applicants must submit the documents outlined in the checklist.
  • Applicants must use a professional third-party financial service provider when providing these documents.
  • Sign a Business Performance Agreement (BPA) with the Government of Saskatchewan. This will be given to you by the SINP after your application is approved.

Farm Owner and Operator

This category is for foreign nationals who would like to move to Saskatchewan and who:

  • Have proven experience in farming;
  • Have considerable capital (money, assets) to invest in a farming operation; and
  • Plan to buy and run a farm in Saskatchewan

This category is strictly for business in primary agricultural production such as crops and livestock.

  • Available Equity: You must provide financial documents that show a net worth of $500,000
  • Have accumulated your net worth legally
  • Refundable Cash Deposit: You must sign a Performance Agreement to purchase and actively operate a farm in Saskatchewan. You will also need to make a “good faith” deposit of $75,000 in trust. The cash deposit will be returned when you have met the terms of the Performance Agreement. If you do not meet the terms within two years of being in Saskatchewan, the deposit will be paid to the province
  • Mandatory visit to Saskatchewan: You must make an exploratory visit to Saskatchewan for at least 10 working days
  • Farm operation knowledge and experience: You must provide documentation that demonstrates you are an experienced farm operator
  • Have at least three years experience in: Farm ownership / Farm management / Practical farming experience
  • A practical, well-thought-out proposal for a commercial Saskatchewan farming opportunity
  • Give a proposal for a commercial Saskatchewan farming opportunity with plans to invest a minimum of $150,000. Your proposal should be based on research, consultations, or formal coursework relevant to Saskatchewan agricultural conditions. Hobby farms do not qualify. The proposal should be a commercial project with an expectation of profit. In Saskatchewan, a qualified farming business must have a minimum of $10,000 in annual revenue.
  • Score at least 55 points on the Farm Owner/Operator Category Intent Grid

Farm Owners and Operators – Young Farmer Stream

  • Have a personal net worth of at least $300,000
  • Have accumulated your net worth legally
  • Be under the age of 40 at the time of your application
  • Have at least 3 years of experience in: Farm ownership / Farm management / Practical farming experience
  • Give a proposal for a commercial Saskatchewan farming opportunity. Your proposal should be based on research, consultations, or formal coursework relevant to Saskatchewan agricultural conditions. Hobby farms do not qualify. The proposal should be a commercial project with an expectation of profit. In Saskatchewan, a qualified farming business must have a minimum of $10,000 CAD annual revenue.
  • You or your spouse must have employment skills, based on education and experience, to supplement your farming income.

The Young Farmer stream created to allow young farm families to establish their lives and farming operations in rural areas of Saskatchewan.
