Manitoba Provincial Nominee Program (MPNP)

Skilled Workers Stream

Skilled Workers Stream: for foreign skilled workers who have the skills needed to fill jobs in the local labour market and wish to make an ongoing contribution to Manitoba’s economy and community.

1. Skilled Worker in Manitoba

Unlike the other connections to Manitoba in the MPNP, Skilled Workers in Manitoba are not subject to a points-based assessment.

To be eligible for this program you must be a qualified temporary foreign worker or international student graduate who is currently working in Manitoba and has been offered a permanent job with your Manitoba employer (Must have completed at least six months continuous full-time employment).

Employer Requirements:
  • Must be incorporated or registered by or under an act of the legislature of a province or the Parliament of Canada
  • Has an established production capability, plant, or place of business in Manitoba
  • Demonstrate the ability to offer a full-time and long-term employment in Manitoba

2. Skilled Workers Overseas

To be eligible for this program every applicant must demonstrate an established connection to Manitoba. A strong connection to Manitoba may be demonstrated through three different ways:

  • The support of family members or friends
  • Previous education or work experience in the province
  • An Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative

Manitoba Supporter and Experience is a connection; to be eligible for the MPNP applicant must score at least 60 points based on five factors; language, employability, education, age, and adaptability according to the MPNP Self-assessment Worksheet. If you do not have a connection to Manitoba, you are not eligible under this stream, regardless of your points total. The MPNP will complete a full assessment of any application it receives and scores each candidate based on the information supporting documentation.

International Education Stream

International Education Stream: for international graduates from a college or university in Manitoba who wish to live and work in the province and are seeking a faster pathway to PR nomination.

1. Career Employment Pathway

If you graduated from a designated post-secondary educational institution in Manitoba in the last three years, this stream is for you. You must have scored a minimum of 7 CLB on your language test. You must also have a job offer to work full time in Manitoba from an eligible employer. You can prove your adaptability to the program if you are residing in Manitoba at the time, you submit your application.

2. Graduate Internship Pathway

If you completed your master’s or doctoral degree from Manitoba in the last 3 years, you can be eligible for this stream. You must have a score of CLB 7 on your language test. You can also apply if you completed an internship in an eligible industry in Manitoba. You must either be employed in Manitoba or submit proof of financial stability for the next 6 months at the time of submitting your application.

3. International Student Entrepreneur Pilot

As a part of this application process, you need to have your business plan ready which you would submit in the application. In accordance with your Business Performance Agreement, before nomination, you must have held a senior manager post for 6 months in Manitoba. During this time, your temporary work permit must be valid. You can also be an owner of 51% of a business.

Business Investor Stream

Business Investor Stream: allows Manitoba to nominate and recruit international business investors and entrepreneurs wishing to start or purchase a business in Manitoba.

1. Entrepreneur Pathway

If you have a minimum of 3 years of full-time work experience in the last five years this stream is for you. Either a senior management role or an active business owner role is a must for this pathway. You and your spouse or business partner must have scored 5 CLB in your language proficiency test.

Net worth $500,000 and minimum investment of $250,000 within Manitoba Capital Region or $150,000 outside of Manitoba Capital Region.

Must create or maintain 1 full-time job for Canadian citizen or permanent resident.

2. Farm Investor Pathway 

If you have a minimum of three years of experience as a farm owner or operator, this stream is for you. This stream considers proficiency in Canadian languages important for adaptability.

Net worth $500,000 and investment of $300,000 investment in tangible assets required.

Must have farming skills, technical knowledge and technological experience. Must live on the farm and actively manage daily farm operations.
